Dear Borderlandia friends,

Now more than ever, is the time to practice citizen-level diplomacy. Because of our geography and proximity to Mexico, I believe we all have an obligation to prove to the rest of the country and world that we can be good neighbors. 

I am here to tell you that diplomacy, the act of stimulating positive relations between distinct countries, is not the purview of only high-ranking government officials. 

We can all engage in diplomacy at a citizen level.

How? Well, whether we like it or not, when you visit a foreign country, you are the face of your country in every interaction you have with locals. Those locals may never have an opportunity to know your country, so any interaction with them will always flavor their perception of what an American is.

I'm writing to you from Mexico City, where we just finished our annual tour, and I am waiting for our Puebla guests to arrive.

The colorful sights, sounds, and scents of the city and its markets are intoxicating, and the people here, despite recent news and even our tumultuous history between the two nations, could not be friendlier and more generous.

With that, I would like to invite you to our upcoming cultural exchange program, which we are working hard to offer you in the spirit of citizen-level diplomacy.
